uh, no. You cannot say that someone is unintelligent just because they see a disguised spy and do not realize it immediately. if the spy is acting like the character they are disguised as normally might, there is no reason for the target to think there is a spy, whether they be stupid or smart. It would be more accurate to say you can infer the spy's intelligence from his behavior rather than the target's, but even that is somewhat an idiotic claim.

Once you suspect a spy is in the area, everyone is guilty until proven innocent. Anything less and you are dumber than the other guy.
