I'm pretty sure they stated somewhere that Kinect came out/got finalized too far into Reach development to where they could implement anything in Reach with it, but that if they use it in any future games that they'd be the best at it (hurrr).

And by that they mean they don't want to waste their time implementing features for a device that is truly destined for failure.
