Because Harper has a Majority conservative government, and can do whatever the fuck he wants because he has over 51% control of the house of commons, even if the other parties got together they still wouldn't be able to counter his decisions.

They tried. Harper shut down Parliament to avoid the actual confidence vote that would have brought down his government. Twice.

This doesn't happen in Canada. If the vote is whipped then you either vote with your leader it or they kick you out of the caucus.
