I was talking about if the citizens caught up with the guy in front of some private property like this chick was filming on.

Until you show me something that says you can legally completely ignore what a Police officer tells you to do just because you're standing on your own property, well, I'm pretty sure there's some law or addendum that lets them do that. They sure as hell can here in Canada, if anything I'd assume there's a similar law in the USA since it makes sense.
