Just as a disclaimer, I got that info from a book that was all about the AK from conception to modern day.
Izhevsk is and to my knowledge always has been a machine/mechanical works, hence the abbreviated IZHMASH versus TOZ (Tulskiy Oruzheyny Zavod, Tula Ordnance Factory [my spelling is probably wrong phonetically but you get the picture])

Pre-1928 Izhevsk rifles are marked Izhevsk Ordnance Factory.
