Has it occurred to you that putting more money into research doesn't accelerate research? Sure it could help, but I doubt they can come up with anything in the next 10 years that can provide more protection without adding more weight. Of course, you could just add a bigger engine to provide more power, but that's more fuel being used and the machine becomes a larger target.
And cumbersome. I'm by no means an expert in flight, but I can imagine flying an up-armored Pavelow that is nearly double in size would be about as easy as flying a blue whale.

They aren't hesitant, it's just the fact the material is so hard to form that's the problem.
Carbonardo is also a cool customer as well.
Then it isn't practical, which unfortunately would leave us back at square one.
