So does it grab the map from halomaps or from the game server?

Neither, direct downloads from a central server (or three).

HaloMaps is too slow and doesn't officially allow for direct downloads and downloading from a game server would be either disgustingly slow or lag the game, not to mention it'd mean that the feature would be hit or miss in terms of support.
