Did you even watch the video? There's no Overbright bloom filter anywhere in that video.
And console games were doing that way before the Gears games came out. I never noticed in the Gears games, either. However, if you look at screenshots for the XBOX 360 version of SW BFII, you'll see disgusting amounts of it:
