Judge the barrel's gauge when a marine is using it, not the Master Chief. Of course it is going to look small on the Chief.
Also, the way it is loaded does not match a dual-tubular design. A system inside that allocates the shells to one side or the other would theoretically be too complex and prone to breakage.
